The ANC introduced its cadre development policy after South Africa’s democratic breakthrough in 1994, with a focus on promoting democracy and good governance. This policy aims to ensure the best recruitment practices and to place skills where they are needed during and after the transition.
According to Mashatile, challenges faced by municipalities in terms of service delivery are not directly tied to cadre deployment. He emphasized that the ANC’s deployment policy prioritizes the appointment of the most qualified individuals.
To make sure that the most suitable and qualified individuals are chosen for mayoral, speaker, and executive committee positions in municipalities, the ANC’s top leaders at provincial and national levels conduct interviews.
The recent adoption of the National Framework for the Professionalization of the Public Sector in 2022 underscores the government’s commitment to improving the professionalization of the public service. Mashatile emphasized that this professionalization should be carried out without political bias, following merit-based principles in all public sector hiring.
