The doctor accused of raping a teen in his consultation room while her father waited outside does not have a license. Furthermore, the accused is an undocumented immigrant, and his bail decision is expected on Monday.
On Friday, Ilunga Kalasa, a Congolese national, appeared in the Kimberley Magistrate’s Court for allegedly raping a teenage patient.
According to the state, the Kimberley-based doctor is a flight risk. The prosecution also revealed that the doctor is in South Africa illegally. His family had returned to the Democratic Republic of the Congo (DRC), so he had no reason to remain in the country, according to the SABC.
According to state prosecutor Kekeletso Lekota, releasing the accused on bail would mean that the doctor would most likely avoid prosecution. “He is in possession of a Congolese passport. Congo does not have extradition agreements with South Africa,” said Lekota.
The doctor was discovered to be unregistered with the Health Professions Council of South Africa (HPCSA). Despite this, Kalasa would issue prescription medication and sick notes.
HPCSA said such incidents have been on the rise in recent months. According to HPCSA’s Christopher Tsatsawane, who spoke to the SABC, four to five people posing as doctors have been arrested in recent months.
“I can confirm that we have seen an increase in terms of this kind of behaviour throughout the country and different provinces. In the previous four or five months, we have arrested four or five persons who are actually practising without having registered with the council, which is a serious cause of concern,” Tsatsawane.
This, according to Tsatsawane, is a criminal offense. On Monday, August 15, the bogus doctor allegedly raped the teenage girl while her father was outside in the waiting room.
She walked out without saying anything to her father. The next day, she told her aunt about the incident. The doctor was arrested shortly after the incident was reported to the police.
The state, on the other hand, is opposed to bail.
